Job Summary:
We are seeking a highly skilled Civil Engineer Project Manager with proven experience in hospital construction and managing multidisciplinary teams to lead our projects in Africa. The Civil Engineer Project Manager will oversee the planning, design, and construction of hospitals across various African countries. The role requires an experienced project manager with a background in civil engineering, large-scale healthcare projects, and managing multidisciplinary teams. The ideal candidate will have a deep understanding of construction in Africa, particularly in remote or challenging environments, and a strong ability to lead teams of engineers, architects, healthcare professionals, and other key stakeholders to deliver high-quality, functional healthcare facilities.
Key Responsibilities:
Project Planning and Design:
- Lead the comprehensive design, planning, and execution of hospital construction projects from concept to completion.
- Collaborate with architects, healthcare consultants, structural and mechanical engineers to ensure hospital designs meet technical specifications, safety standards, and healthcare requirements.
- Ensure that the designs incorporate sustainability and energy-efficient solutions appropriate for the African context.
- Review and approve technical drawings, specifications, and plans to ensure they meet project goals and local regulations.
Multidisciplinary Team Management:
- Lead, coordinate, and manage multidisciplinary teams including civil, mechanical, and electrical engineers, architects, healthcare professionals, procurement experts, and contractors.
- Foster collaboration among the diverse team members to ensure alignment with the project’s vision and technical objectives.
- Schedule and conduct regular meetings with the team to monitor progress, solve problems, and ensure efficient communication across all disciplines.
- Resolve conflicts between different departments, particularly where technical and operational requirements intersect.
Construction Management:
- Oversee all phases of the hospital construction process, ensuring that timelines are adhered to, budgets are maintained, and quality standards are met.
- Manage and monitor on-site construction activities, ensuring compliance with health and safety standards, local building regulations, and international healthcare construction guidelines.
- Conduct regular site visits and inspections to ensure that the work aligns with project plans and quality expectations.
Budget and Financial Management:
- Develop and manage detailed project budgets, ensuring financial control and transparency throughout the project lifecycle.
- Track project costs, manage variations, and mitigate financial risks to avoid overruns.
- Work closely with procurement teams to source high-quality materials and services within the project’s financial constraints.
Stakeholder Engagement and Communication:
- Serve as the primary point of contact for clients, government authorities, healthcare stakeholders, and contractors throughout the project.
- Prepare and present detailed project reports to senior management, clients, and government agencies, ensuring transparency and alignment with stakeholder expectations.
- Ensure that the needs of healthcare professionals and hospital administrators are incorporated into the design and construction process, adapting plans where necessary to meet functional healthcare needs.
Risk Management and Problem-Solving:
- Proactively identify potential project risks, including technical challenges, regulatory hurdles, and operational delays, and develop mitigation strategies.
- Resolve technical, operational, and resource-related issues as they arise, ensuring minimal impact on project delivery.
- Lead crisis management efforts, coordinating responses to unforeseen challenges that threaten the project’s timeline or quality.
Quality Control and Safety Compliance:
- Establish and enforce strict quality control standards across all project stages, ensuring that the completed hospital meets international healthcare construction standards.
- Implement and maintain safety protocols across all construction sites to prevent accidents and ensure compliance with local and international safety regulations.
- Collaborate with quality assurance teams to conduct inspections and audits at various project stages.
Sustainability and Local Adaptation:
- Ensure that the hospital designs and construction practices incorporate sustainable, energy-efficient, and locally appropriate solutions.
- Adapt global healthcare design and construction standards to the specific environmental, cultural, and logistical contexts of Africa.
Job Location: Luanda with frequent travel to the provinces
Requirements
Education:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field (Master’s degree preferred).
- Professional certifications in Project Management (PMP, PRINCE2, or equivalent) are highly desirable.
Experience:
- Minimum of 10 years of civil engineering experience, with at least 5 years managing large-scale hospital or healthcare infrastructure projects.
- Proven experience in managing multidisciplinary teams across different geographies and cultures, particularly in Africa.
- Demonstrated success in delivering complex, high-budget projects on time and within scope.
- Experience working with healthcare-specific technical requirements such as medical gas systems, infection control in design, and specialized HVAC systems for hospitals.
Technical Skills:
- Proficiency in project management software (e.g., MS Project, Primavera) and engineering design tools (AutoCAD, Revit).
- Great knowledge of civil engineering principles, hospital construction standards, and project management methodologies.
- Familiarity with local African construction laws, regulations, and building codes.
Soft Skills:
- Must demonstrate leadership and people management skills, with the ability to lead and inspire a multidisciplinary, diverse team.
- Exceptional communication skills, both verbal and written, with the ability to engage effectively with both technical and non-technical stakeholders.
- High-level problem-solving capabilities, with experience in overcoming challenges related to construction in remote or underdeveloped regions.
- Culturally aware, with the ability to navigate diverse working environments and adapt to local contexts.
Additional Requirements:
Languages:
- Fluency in Portuguese and Advanced level of English is required.
- Knowledge of French is desired.
Travel:
- Willingness to travel frequently and reside on-site as needed to oversee hospital construction projects across Africa.
