Project Overview:

In Uíge, one of the largest electrification projects in Angola is currently underway.

The program includes more than 600 km of transmission lines and the construction of 9 new substations, covering 23 municipalities and 44 communes in the province.

This project will create 10,000 new household connections and public lighting systems, bringing electricity to thousands of families and driving social, agricultural, and industrial development in the region.

About the Role:

We are looking for an experienced Project Manager – Substations to lead the execution of our high-voltage substation projects within the Energy Division.

With solid experience in HV substation construction and commissioning, you will oversee project planning, coordination, and delivery, ensuring all work meets Mitrelli’s quality, safety, and performance standards.

Key Responsibilities:

Project Management

  • Manage the full project lifecycle (planning, execution, monitoring, and close-out) in line with PMI BoK® standards.
  • Define project scope, schedule, and budget, ensuring delivery within cost, time, and quality parameters.
  • Oversee day-to-day site operations, including construction, installation, and commissioning activities.
  • Monitor project progress and performance using SPI and CPI indicators, implementing corrective actions when needed.

Technical Oversight

  • Coordinate design and construction activities for HV substations, including layouts, transformers, switchgear, busbars, control/protection systems, and auxiliary equipment.
  • Review and validate technical documentation, drawings, and material submissions.
  • Supervise factory and site acceptance tests (FAT/SAT), installation quality, and commissioning processes.
  • Ensure compliance with client requirements, technical standards, and safety regulations.

Stakeholder & Team Coordination

  • Lead and coordinate internal teams, subcontractors, and suppliers to ensure effective execution and communication.
  • Liaise with clients, consultants, and local authorities, ensuring alignment on technical and scheduling matters.
  • Conduct regular progress meetings, site inspections, and reporting for senior management.
  • Ensure HSE (Health, Safety & Environment) standards are applied across all project activities.

Commercial & Risk Management

  • Support the Project Director in project cost control, financial reporting, and procurement activities.
  • Identify risks, propose mitigation measures, and manage project change requests.
  • Prepare technical and progress reports, forecasts, and project documentation.


Requirements

  • BSc in Electrical Engineering (mandatory); Project Management qualification preferred.
  • Minimum 10–15 years of professional experience, including at least 5 years managing HV substation construction or rehabilitation projects.
  • Proven experience with HV/MV substations, transmission lines, transformers, protection and control systems, switchgear, and reticulation networks.
  • Experience working on large infrastructure projects in Africa, Europe, or South America.
  • Strong organizational, leadership, and team coordination skills.
  • Ability to manage multiple contractors and deliver under tight deadlines.
  • Excellent stakeholder management and communication skills at all levels.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Proficient in Microsoft Office Suite and MS Project.
  • Languages: Intermediate level in Portuguese and English (mandatory).
  • Willingness to live and work in Angola’s provinces.
